IPTC Verified News Publisher List: Application Procedure
This document covers the current process for requesting a Verified News Publisher Certificate. In all cases, the process comprises of two broad steps: Applying to the IPTC for a Verified News Publisher Credential or proof, and applying to a certificate authority for a Verified News Publisher Certificate. These may not occur in order, but both are necessary.
Initiating An Application
“Short-Cut” Process
If the organisation applying for a certificate is a member of the following organisations:
- IPTC
- European Broadcasting Union
Then they may fill in the self-certification form, and attach it to an email the IPTC Verified News Publisher contact point, using an email address that is already proofed as coming from a member of the above organisations, and request a Verified News Publisher Certificate.
Identity Proofing Process
If the organisation is not a member of any of the organisations listed in the “short-cut” process, then, as above, they use the self-certification form to apply. However, this now requires the requestor to be an “Authorized Officer” as per options 2 or 3 in the IPTC Verified News Publisher Credential Policy. This form, and proof, is sent to the IPTC contact point.
As part of the process of proving the identity of the organisation and its authorized officer(s), and depending on the jurisdictions involved, the IPTC will perform checks on the information provided in the form or proofs provided, and may request additional information from the requestor or other organisations involved in the proofs.
Hand-off To Certificate Authority
Depending on whether an applicant has contacted a certificate authority (CA) first, once the IPTC makes a decision to accept an applicant, communication is sent from the IPTC to their chosen CA. The applicant is then expected to enter a separate relationship with their chosen CA.
